Hardship Programs

Hardship Program
The Village currently offers a Utility Bill Hardship Program to utility account holders who are struggling financially to pay their utility bill. The program operates as follows:
  • The utility account must NOT be delinquent.
  • Account holders must apply for a hardship hearing in writing via application.
  • One hardship arrangement is allowed every 6 months.
  • Applicants must acknowledge receipt of the date and time of the hardship hearing.
  • Applicants must be present at the hardship hearing. Missing the hearing will result in denial of the hardship and count towards the annual hearing (cannot reapply again for 6 months).
  • If a hardship payment arrangement is granted and the account holder fails to follow the payment plan, the payment plan is terminated, and the outstanding bill is due.
Completed applications must be submitted for review to: Village of Westchester, Utility Billing Department, 10300 Roosevelt Road, Westchester, IL 60154.
